The whole point of this site is one answer per city. In Valparaíso that answer is Cerro Alegre, and it wasn't a coin flip. But this is a city built on hills, and three other cerros made a real case. Here's the shortlist, ranked, with the reasoning shown.

Cerro Alegre The pick

Cerro Alegre won on density and turnover. Concepción has the churches, Bellavista has the museum, Yungay has the truth. Alegre has all of it happening at once, on streets you can actually eat and drink on. Coffee at Zeit, a proper dinner at Cocina Puerto, a nightcap at Bar del Tío, and a wall that got repainted since your last visit, all within ten minutes on foot. The art here isn't juried or ticketed. It rotates on its own schedule and nobody announces it. Shops like Miel de Oveja and Bazar La Pasión mean people actually make things here, not just serve tourists. The other cerros each do one thing well. Alegre does five.

Cerro Concepción

One hill over and one notch more formal. This was the British and German quarter, and it still reads that way: St. Paul's Cathedral, the Lutheran church, a promenade circuit through Paseo Gervasoni and Paseo Atkinson. The food skews sit-down, Inquilino and La Concepción near Pasaje Gálvez, Café Turri holding the high end, Café Pe tucked inside Galería Gálvez. It came second because it's already finished. Everything is lovely and nothing is moving. Concepción is where you go when you've done Alegre and want a quieter breakfast.

Cerro Bellavista

Two heavyweight anchors: La Sebastiana, Neruda's stacked oddball of a house, and the Museo a Cielo Abierto, a fixed mural circuit painted across the hillside. The art here is institutional where Alegre's is feral. That's the gap. There's no real commercial strip, so once you've done the program, the hill lets you go. But watch it. Property data from early 2026 shows spillover demand creeping into its edges, modest and steady. If a few kitchens follow the money, Bellavista becomes a genuine contender. Check whether Ascensor Espíritu Santo is running before you commit to the climb.

Cerro Yungay

Narrow, long, and honest. It runs along Avenida Alemania up from Plaza Ecuador, and its landmarks are a theater, Teatro Mauri, and a football club, Deportivo Invencible, playing weekly since 1930. No café strip, no gallery cluster, no funicular serving the core. Residents wait for colectivos on calle Santa Rita because the staircases are brutal in rain. This is the real fabric of Valparaíso, which is exactly why it made the list and exactly why it can't win. The big change coming isn't espresso. It's the municipality inspecting staircases like Héctor Calvo and Pitágoras for repair. Infrastructure first, cool later, maybe.
