Tokyo rates $$$$ on a global travel scale. One of the more expensive cities, but Shimokitazawa's independent spots are still better value than the touristic core.

Late October through November is the clearest window: dry days, 15-20C, low humidity, and autumn color in the parks. Late March to mid-April delivers cherry blossoms but also heavy crowds and unreliable rain. Skip late June through August, when the rainy season gives way to 35C humidity that makes walking a chore. May and early October are dependable backups.
